1) Rosters:
1. Size: Minimum of 7, no maximum (i.e. however, a player must play at 3 least regular season games to qualify for the playoffs).
2) Dress Code:
1. Players must wear solid team colours, and shirts cannot cover any part of the flags. Also, flags must contrast with pants/shorts.
2. Any player not wearing the appropriate team colour will not be allowed to play.
3. All pockets must be taped and tear away pants are not permitted.
3) League structure:
1. 3 downs and 15 yards for a first down.
Game times: 8:30 am, 10:15 am
3. Duration of games.
A) 4 - 20 minute quarters.
B) A 2 minute break between quarters.
C) A 5 minute half-time break.
4. Stop time in the last minute of each half (i.e. the clock stops on change of possessions, dropped balls, and out of bounds).
5. Kickoffs: The clock starts when the receiving team touches the ball.
6. Time outs: 3 per game per team during regulation, and 1 per team in overtime.
A) Duration: 1 minute.
7. Play clock: 25 seconds once the ball is set (i.e. except after touchdowns, then it is 60 seconds).
8. Overtime: 10 minutes sudden death.
9. Coin toss: Home team calls.
A) Winner chooses ball or end (1st half).
Loser chooses ball or end (2nd half).
You can defer your choice to the 2nd half.
10. Composition: 7 players vs. 7 players.
11. Touchdowns : 6 points.
12. Converts:
A) 1 point from the 5 yard line.
B) 2 points from the 10 yard line.
4) Rules and regulations:
1. No contact, no blocking, no picks: 10 yard penalty (YP).
2. Pushing a player out of bounds: 15 YP or automatic TD if last defender.
3. Holding (offensive or defensive): 10 YP and repeat last down (i.e. last defender : auto. TD), defensive: auto 1st down.
4. Tripping: 15 YP and repeat down (i.e. last defender: auto. TD).
5. No stripping: 10 YP and repeat down.
6. Charging: 10 YP and repeat down: defensive.
10 YP and loss of down: offensive.
A) If the defensive player(s) is(are) set, then the offensive player must go around them.
7. It is a live ball at all times.
A) Fumbling forword: loss of down and 5 YP.
8. Pass interference:
A) Defensive: Auto. 1st down at the point of the infraction.
B) Offensive: 10 YP and repeat down.
9. Pass rusher(s): Must line up at least 5 yards from the line of scrimmage.
A) Any defender who is not lined up at least 5 yards from the line of scrimmage, cannot pass the line of scrimmage until someone who is 5 yards does, unless the ball has left the QB's hands: 5 YP and repeat down.
B) Is (are) offside when they pass the line of scrimmage (i.e. they may reset or simply not rush the QB).
C) Must be allowed a clear lane to the QB.
D) You must have 1 designated per play, however, they may fake rushing the QB.
-Or less than 5 yards if from the goal line.
-Must line up at least 1 yard to the left or right of the center.
-Can block passes without touching the quarterback's throwing arm before or after release: 15 YP and auto 1st down.
10. Offsides: 5 YP and repeat down (i.e. offensive: stop the play clock, which includes kickoffs). Offsides on the offence are called before the play starts.
11. Forward pass: Only one per play: 5 YP and loss of down if beyond line of scrimmage, otherwise just loss of down
12. No spiking or taunting: 10 YP.
13. Time count violations: 5 YP and repeat down and stop the play clock.
14. Kickoffs:
A) 10 yards from mid field.
B) Must go at least 20 yards: 5 YP and kick again and stop the play clock.
C) Out of bounds:
- Stop the play clock.
- Ist time: Receiving team can take it where it went out or ask for a re-kick: 5 YP.
- 2nd time: Where it went out or mid field.
15. Dress code violations, arguing, and trash talking:
A) Warning.
B) 15 YP.
C) Ejection.
16. Fighting:
A) 15 YP.
B) Ejection (there is also an automatic 1 game suspension )
C) Any player who attacks a Ref could be thrown out of the league (i.e. this will go before a committee consisting of 1 captain per team, and if a majority decision cannot be reached the head official will cast the deciding vote).
17. Jumping: You cannot jump to avoid the tackler(s): 10 YP.
18. Lateness:
A) Any team not being able to field at least 5 players by game time with a 5 minute grace period will automatically kick off in the 1st half with a 15 YP. Any team not being able to field at least 5 players with a 10 minute grace period will automatically kick off in the 2nd half with a 15 YP.
B) Any team not being able to field at least 5 players after the 15 minute grace period will default.
C) In order for any of the above rules to apply the opposing team must have at least 6 players present.
19. Mercy:
A) 35 point lead after 3 quarters.
B) If both teams wish to continue the game, this rule will be waved.
20. When a player is down (i.e. one knee touching the ground), all you have to do is touch them or jump over them.
21. Flag blocking: 10 YP and loss of down.
22. The quarterback must be at least 5 yards from the line of scrimmage.
23. No ducking to avoid the tackler: 10 YP and loss of down.
24. Loss of flag: Touch only (no flags: ineligible).
25. You must hand the flag(s) to the opposing player(s): 5 YP
You can use your own ball as long as it is a regulation American or Canadian football and it does not interfere with the flow of the game.
All receivers must be at least 3 yards from the center on the rusher's side.
5) Notes:
1. Refs should keep players updated on the amount of time left in the quarter, half, game.
2. If a penalty cannot be fully marked off, then it is half the distance to the goal line (i.e. you need 20 yards of field to mark off a 10 YP).
3. The head ref has the final say in all matters, and may therefore overlook the initial warnings or penalties concerning dress code violations, arguing, and fighting. Of course, he must have probable cause to enforce such measures.
